In the middle of December, the startup of Ubitquity LLC started an alpha of a new notarial platform on the basis of a blokcheyn of BitNotarize. The platform will allow users to load, certify and store the documents in the blokcheena. Possibilities of a platform can be used in parallel with traditional notarial services, for simplification and convenience of document flow.

BitNotarize suggests to use blokcheyn instead of the notary

The new platform provides the whole range of notarial services in the blokcheena which can use without leaving the workplace. Users will also be able to sign documents directly in the open register. The platform can be used as addition to traditional system of a notariate – for bigger safety and reliability. Nathan Vosnak, the head of Ubitquity reported that the company actively signs agreements on cooperation with electronic notarial services, with the purpose to create digital association of the notarial companies, with assistance of U.S. authorities.

Legal aspects

The notarial platform, seemingly, is interesting undertaking – if it is really capable to relieve users of notarial routine. If the project is able to be implemented in the conceived quality, it can find popularity in the business world.

Nevertheless, some experts in the field of the right are inclined to consider that the BitNotarize project can have problems in at interaction with official notarial services. Adam Vaziri, the legal expert in the field of technical innovations, believes that almost for certain there will be difficulties with legalization of solutions of private notaries in other countries:

According to the Hague convention, there is a settled system of legalization of notarial documents within which the printing named an apostille is used. Implementation of such element as "digital signature" is not a simple task which will demand intervention of political forces.

Besides, notarial services have own regulating departments which set certain rules of work of the notary. Implementation of a blokcheyn in this structure meanwhile questionable, is believed by the expert.

At the same time, if BitNotarize is able to solve a key problem with recognition of digital signatures part of notarial process, their service will be able to simplify considerably notarial services and to make them more convenient.

Let's remind that on December 1, 2015 the Bitnation project declared start of the program for providing notarial services to the Estonian online resident. The project is performed with assistance of the government e-Residency program of Estonia. Residents, regardless of their place of residence and a kind of activity, will be able notarially to certify of the blokcheena certificates on a wedding or the birth, business contracts, and many other things,

The director of the program Caspar Koryyus noted that the Estonian program will designate the beginning of standard practice of the competition of notarial services in the international market and will give to people the chance to apply the right to self-determination and to follow on the way of Bitnation to independence.

The Bitnation platform is the first example of similar united interaction of the blokcheyn-company and government bodies. The law on electronic residents was adopted in Estonia in 2014 and gives to foreign citizens the right to an electronic ID card. Existence of such card allows to interact legally with government bodies of the country via the Internet.

Susan Tarkovski is not afraid of the competition to the new Ubitquity platform as considers that the main common goal in constructing model where hundreds and thousands of competing services offer the state services, competing in quality and the price instead of feeding up and strengthening the monopolies based on coercion.
